Flood and Drought Information & Early-Warning System

An information architecture that combines hydrological sensing, wireless transmission, GIS-based warning services and flood-control command functions.

Overview

Flood and drought management increasingly depends on timely monitoring, reliable data transmission and centralized access to warning information. By combining sensing, communication networks, information systems and database services, water-management authorities can improve disaster forecasting, warning distribution and emergency coordination.

This system concept can be applied by provincial, municipal or county-level flood-control departments according to local hydrological conditions and warning-management requirements.

System Architecture

The architecture connects three layers: field sensing, transmission, and applications and command.

Field Monitoring Nodes

The field side includes distributed sensing and remote monitoring nodes. The key node types include:

  • Water-level monitoring nodes.
  • Rainfall monitoring nodes.
  • Remote monitoring stations for field image and status information.
  • Wireless field terminals for data transmission.

Transmission Network

The architecture shows carrier-network transmission between the distributed monitoring sites and the central platform. The architecture includes GPRS links, together with a router and firewall forming the boundary between field communications and the central application environment.

Application & Command Functions

At the top layer, the system brings together a GIS disaster warning platform, database services, users, mobile users and a control centre. These elements support centralized information access, visualization, warning dissemination and emergency coordination.

The architecture also includes SMS warning and emergency telephone communication as part of the notification and response workflow.

Information Workflow

  • Collect water-level, rainfall and field monitoring information from distributed nodes.
  • Transmit information through the carrier network.
  • Store and organize incoming data in the central database environment.
  • Display information through the GIS-based disaster warning platform.
  • Support users, mobile users and the control centre with warning and decision-support information.
  • Distribute warning information and support emergency communication.

Application Value

  • Connect distributed hydrological monitoring points with a centralized information platform.
  • Support faster access to warning information for authorized users and command personnel.
  • Integrate sensing, transmission, database services and GIS-based visualization into one architecture.
  • Support warning dissemination and emergency coordination through the communication channels shown in the system design.
